The permit was issued to Energy Transfer Partners by the COGCC following a review by the commission's Division of Oil, Gas and Geothermal Resources that reviewed the proposed permit, a review that took into account the project's impact on the Lake Monroe Sandbox. That was then followed by a thorough review by the COGCC's Division of Well Permitting and Drilling during which the permit-holders were required to prove that they could complete the well in two years. The permit revisions will come as a blow to TransCanada, the company behind the Keystone XL project, which is seeking to build the line across America to allow crude oil from the Alberta oil sands to be transported to refineries on the U.S. Gulf Coast for export.
